These same structures often show up in classrooms, perpetuating a cycle of compliance rather than curiosity. To create deeper, more meaningful learning experiences for students, we must first reimagine how educators learn.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">I rec<\/span>ently worked with a principal who was grappling with this very challenge. On the surface, his professional learning model appeared successful: teachers had choice, attendance was strong, and there were few complaints. But when we looked deeper, he realized that only a handful of teachers were truly engaging in new learning or changing their practice. The result was pockets of innovation rather than collective progress toward their shared vision for teaching and learning.<\/p>\n<p><span style=\"font-weight: 400;\">To address this, we shifted the approach. Instead of offering unlimited choice disconnected from goals, he met with each teacher to co-design a focus area of inquiry aligned with the school\u2019s vision and <\/span><a href=\"https:\/\/learnercentered.org\/blog\/what-is-the-purpose-of-school-a-call-for-whole-learner-outcomes\/\"><span style=\"font-weight: 400;\">learner outcomes<\/span><\/a><span style=\"font-weight: 400;\">.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-11077\" src=\"https:\/\/learnercentered.org\/wp-content\/uploads\/2025\/11\/IMG_6395.jpg\" alt=\"\" width=\"512\" height=\"384\" \/><\/span><\/p>\n<p><span style=\"font-weight: 400;\">Teachers identified what they wanted to learn, why it mattered, and how it connected to student learning. They collected evidence of growth, reflected on impact, and received coaching along the way. The result wasn\u2019t compliance or uniformity; it was <\/span><a href=\"https:\/\/learnercentered.org\/blog\/webinar-recording-creating-coherence-and-aligning-systems-towards-a-learner-centered-vision\/\"><span style=\"font-weight: 400;\">coherence<\/span><\/a><span style=\"font-weight: 400;\"> with agency. Teachers still had ownership, but within a framework that supported shared purpose and collective growth.<\/span><\/p>\n<p><span style=\"font-weight: 400;\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-11081\" src=\"https:\/\/learnercentered.org\/wp-content\/uploads\/2025\/11\/Screenshot-2025-11-03-at-9.49.05-AM.png\" alt=\"\" width=\"700\" height=\"335\" srcset=\"https:\/\/learnercentered.org\/wp-content\/uploads\/2025\/11\/Screenshot-2025-11-03-at-9.49.05-AM.png 1348w, https:\/\/learnercentered.org\/wp-content\/uploads\/2025\/11\/Screenshot-2025-11-03-at-9.49.05-AM-300x144.png 300w, https:\/\/learnercentered.org\/wp-content\/uploads\/2025\/11\/Screenshot-2025-11-03-at-9.49.05-AM-1200x575.png 1200w\" sizes=\"auto, (max-width: 700px) 100vw, 700px\" \/><\/span><\/p>\n<p style=\"text-align: center; font-size: 16px; color: #737373;\"><em>Learning is a process, not an event.<\/em><\/p>\n<h1><b>Why Traditional Professional Development Falls Short<\/b><\/h1>\n<p><span style=\"font-weight: 400;\">Professional development can miss the mark when it is designed in a one-size-fits-all manner. Empowerment is critical to <\/span><b><i>personal learning,<\/i><\/b><span style=\"font-weight: 400;\"> and many systems have responded by offering teachers more choice in Professional Learning. While this sounds great in theory, it can fall short if not anchored to a shared purpose. After all, we know learners thrive when they have voice and choice.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Empowerment doesn\u2019t mean doing whatever you want; it means having agency within a structure that supports growth toward common goals.<\/span><\/p>\n<blockquote style=\"color: #005293;\"><p><span style=\"font-weight: 400;\"><a href=\"https:\/\/learnercentered.org\/blog\/how-unit-design-pd-brings-our-learner-profile-to-life\/\">Check out this real-world example<\/a> of an unconventional Professional Learning program at Laguna Beach Unified School District, designed to elevate their Portrait of a Learner and increase teacher collaboration.<\/span><\/p><\/blockquote>\n<p><span style=\"font-weight: 400;\">Common challenges with traditional professional development include:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Little to no personalization or alignment with individual and system goals<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Content that doesn\u2019t meet the needs or context of educators<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">One-size-fits-all programs focused on compliance rather than application<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Information overload with no time for reflection or practice<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Lack of real classroom models or coaching to support implementation<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Pressure for immediate change without sustained support<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Minimal follow-up or feedback loops<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Weak relationships and disconnected learning communities<\/span><\/li>\n<\/ul>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-11048\" src=\"https:\/\/learnercentered.org\/wp-content\/uploads\/2023\/02\/learning-model.png\" alt=\"\" width=\"512\" height=\"512\" srcset=\"https:\/\/learnercentered.org\/wp-content\/uploads\/2023\/02\/learning-model.png 1001w, https:\/\/learnercentered.org\/wp-content\/uploads\/2023\/02\/learning-model-300x300.png 300w, https:\/\/learnercentered.org\/wp-content\/uploads\/2023\/02\/learning-model-150x150.png 150w\" sizes=\"auto, (max-width: 512px) 100vw, 512px\" \/><\/p>\n<p style=\"text-align: center; font-size: 16px; color: #737373;\"><em>Learner-Centered Collaborative&#8217;s Learning Model, a key component of our Learner-Centered Ecosystem Framework.<\/em><\/p>\n<p><span style=\"font-weight: 400;\">These pitfalls aren\u2019t the fault of educators. They&#8217;re symptoms of systems still rooted in a school-centered paradigm, where learning is standardized, time-bound, and disconnected from authentic growth.<\/span><\/p>\n<h1><b>A Learner-Centered Approach to Professional Learning<\/b><\/h1>\n<p><span style=\"font-weight: 400;\">Just as <\/span><a href=\"https:\/\/learnercentered.org\/publications\/learner-centered-ecosystem\/\"><span style=\"font-weight: 400;\">our Learner-Centered Ecosystem<\/span><\/a><span style=\"font-weight: 400;\"> calls for designing systems around the needs of students, it\u2019s equally critical that we design for the needs of adult learners. Shifting from professional development to Professional Learning means creating ecosystems that empower educators as learners, centered on purpose, agency, and growth.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The following structures can support a learner-centered Professional Learning model:<\/span><\/p>\n<p><strong>1. Start with a Shared Vision for Learning<\/strong><\/p>\n<p><span style=\"font-weight: 400;\">Grounding Professional Learning in the district\u2019s learning model aligned to the Portrait of a Learner <a href=\"https:\/\/learnercentered.org\/big-moves\/professional-learning-plan\/\">creates a coherent vision,<\/a> ensuring that every educator is moving toward the same whole-learner outcomes. When teachers understand the \u201cwhy,\u201d they can effectively design experiences that align with the system\u2019s purpose while bringing their own school identity to life.<\/span><\/p>\n<p><span style=\"font-weight: 400;\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-11076\" src=\"https:\/\/learnercentered.org\/wp-content\/uploads\/2025\/11\/IMG_1060.jpg\" alt=\"\" width=\"512\" height=\"384\" \/><\/span><\/p>\n<p><span style=\"font-weight: 400;\">At Learner-Centered Collaborative, we\u2019ve drawn from leading research in the learning sciences and practical application with our school and district partners to identify three key elements of a learner-centered learning model:\u00a0\u00a0<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Embracing a learner-centered mindset and a reflective and collaborative approach to teaching and learning practices, leveraging technology as a tool.\u00a0\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Designing learner-centered communities with flexible spaces and use of time that amplify learner voice, intentionally build community, and cultivate a sense of belonging.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Creating learner-centered experiences that are authentic, competency-based, and personalized.<\/span><\/li>\n<\/ul>\n<p><strong>2. Personalize Learning for Educators<\/strong><b><\/b><\/p>\n<p><span style=\"font-weight: 400;\">Just as we <a href=\"https:\/\/info.learnercentered.org\/bright-spots-the-magic-of-personalized-professional-development\">honor learner variability<\/a> among students, educators also bring diverse strengths, needs, and aspirations. Support teachers to self-assess against the <\/span><a href=\"https:\/\/learnercentered.org\/ecosystem\/#learning-model\"><span style=\"font-weight: 400;\">district\u2019s Learning Model or Educator Competencies<\/span><\/a><span style=\"font-weight: 400;\">, then set personalized goals and learning plans that reflect where they are and where they want to grow.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Alamogordo Public Schools launched a <\/span><a href=\"https:\/\/learnercentered.org\/innovation-cohorts\/\"><span style=\"font-weight: 400;\">Learner-Centered Innovation Cohort<\/span><\/a><span style=\"font-weight: 400;\"> with educators who signed up to participate in a Professional Learning Experience to dive deeply into one element of their new Learning Model. Educators self-reflected on the educator competencies, and using that reflection, they identified a focus area and goal for the experience.\u00a0<\/span><\/p>\n<p style=\"text-align: center; font-size: 16px; color: #737373;\"><span style=\"color: #737373;\"><i><img loading=\"lazy\" decoding=\"async\" class=\"alignnone wp-image-11083\" src=\"https:\/\/learnercentered.org\/wp-content\/uploads\/2025\/11\/Screenshot-2025-11-03-at-9.53.17-AM.png\" alt=\"\" width=\"700\" height=\"268\" srcset=\"https:\/\/learnercentered.org\/wp-content\/uploads\/2025\/11\/Screenshot-2025-11-03-at-9.53.17-AM.png 1542w, https:\/\/learnercentered.org\/wp-content\/uploads\/2025\/11\/Screenshot-2025-11-03-at-9.53.17-AM-300x115.png 300w, https:\/\/learnercentered.org\/wp-content\/uploads\/2025\/11\/Screenshot-2025-11-03-at-9.53.17-AM-1200x459.png 1200w\" sizes=\"auto, (max-width: 700px) 100vw, 700px\" \/><\/i><\/span><\/p>\n<p style=\"text-align: center; font-size: 16px; color: #737373;\"><i><span style=\"font-weight: 400;\">This is an example of how educators can demonstrate their goals in a performance task.<\/span><\/i><\/p>\n<p><span style=\"font-weight: 400;\">At the end of the year, participants will share their educator philosophy and a learning experience they designed based on their goal. Throughout the year, educators are supported with online courses, collaborative experiences, and intentional feedback sessions to help them reach their goals.\u00a0<\/span><\/p>\n<p><strong>3. Empower Agency Through Flexible Pathways<\/strong><b><\/b><\/p>\n<p><span style=\"font-weight: 400;\">Create structures that <a href=\"https:\/\/info.learnercentered.org\/bright-spots-this-is-how-pd-is-supposed-to-feel-1\">allow educators to own their learning.<\/a> Provide voice and choice in path, pace, and modality, whether that\u2019s collaborative cohorts, on-demand courses, classroom-based inquiry, or community partnerships. The goal is to model the same learner-centered practices we expect educators to use with students.<\/span><\/p>\n<p><a href=\"https:\/\/www.juabsd.org\/?view=article&amp;id=3399:micro-credentials&amp;catid=156&amp;highlight=WyJtaWNyby1jcmVkZW50aWFscyJd\"><span style=\"font-weight: 400;\">Juab School District Teacher Leadership Pathway<\/span><\/a><span style=\"font-weight: 400;\"> provides four foundational micro-credentials and allows choice in the other four to develop skills based on their needs and goals. They choose from a library of micro-credentials on the <\/span><a href=\"https:\/\/microcredentials.digitalpromise.org\/explore\"><span style=\"font-weight: 400;\">Digital Promise portal<\/span><\/a><span style=\"font-weight: 400;\"> and then submit evidence to show their application of a competency. This process supports educators in applying to be teacher leaders and provides opportunities for teachers to earn stipends based on their micro-credential earnings.<\/span><\/p>\n<p><strong>4. Evaluate Competency-Based Demonstrations of Learning<\/strong><b><\/b><\/p>\n<p><span style=\"font-weight: 400;\">Move beyond counting hours or workshops attended. Instead, <a href=\"https:\/\/info.learnercentered.org\/bright-spots-designing-competency-based-professional-learning\">measure learning by demonstrated growth and impact<\/a> through portfolios, micro-credentials, lesson artifacts, peer feedback, or student outcomes. This shift from attendance to evidence transforms Professional Learning into a process of continuous improvement rather than compliance.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In Mineola Public Schools, new educators presented on their year-long learning and impact with their coaches, colleagues, and the central office leadership. The program supports new educators through a community of practice, professional learning, and inquiry projects that foster growth and reflection. I had the privilege of joining their reflection process, where teachers shared brief presentations on their goals, questions, and learning. One teacher focused on cultivating student independence and engagement, while another explored how common language can strengthen metacognition and a growth mindset. Each presentation reflected deep inquiry, agency, and a genuine commitment to improving student learning.<\/span><\/p>\n<h3><b><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-11075 size-full\" src=\"https:\/\/learnercentered.org\/wp-content\/uploads\/2025\/11\/unnamed.jpg\" alt=\"\" width=\"512\" height=\"384\" srcset=\"https:\/\/learnercentered.org\/wp-content\/uploads\/2025\/11\/unnamed.jpg 512w, https:\/\/learnercentered.org\/wp-content\/uploads\/2025\/11\/unnamed-300x225.jpg 300w\" sizes=\"auto, (max-width: 512px) 100vw, 512px\" \/><\/b><\/h3>\n<p><strong>5. Foster a Culture of Continuous Learning<\/strong><\/p>\n<p><span style=\"font-weight: 400;\">Learner-centered systems thrive when educators are part of ongoing communities of practice where they can test ideas, gather feedback, reflect, and refine.
